Nam-gu of Ulsan
chose this year as the first year of the 2030 Future Economic Development Plan.
It plans to establish the roadmap for its future economic growth centered on
welfare and tourism. This includes implementing various projects including the
Whale Lighthouse,
Happy Together Town, and International Safety City. The Special Whale Culture
Zone will also be renovated.



 



Specifically,
Nam-gu announced plans to implement the “Five City Policies” on January 6th.
They include “actualization of a customized welfare community centered on
considerations and sharing,” “leading a future-oriented creative economy
through job creation,” “building a leisurely, high quality culture and tourism
city,” “building a healthy, safe city space,” and “implementing accountable
administration centered on residents and on-site orientation.”



 



As part of the
roadmap for new economic growth, the district plans to renovate the Jangsaengpo
Special Whale Culture Zone by invigorating the Whale Culture Village, which
opened last May, with new, exciting programs.



 



The plan
involves the establishment of the Whale Lighthouse as one of the tallest
lighthouses in the world, 5D Multimedia Room, monorail, and Battleship Ulsan
Exhibition facilities. In addition, the district will turn the ground-breaking
site of the Ulsan Industrial Center, the starting point of the Korean economic
transformation, into a historic educational learning site, extending an
opportunity for residents to appreciate the culture and history of the
district. The district also plans to expand local cultural infrastructures by
nurturing and supporting art organizations as well as the Nam-gu Happy Day, a
unique cultural festival featuring local residents.



 



Building
healthy, safe city is a major concern for the district as well. The district
will continue to pursue the designation of an international safe city, which
has been a goal since 2014. The district focuses on the safe management of
on-site facilities and the operation of a preemptive disaster response system
by implementing such projects as the establishment of a rainfall storage
facility in Ok-dong.



 



Above all, the
district focuses on creating jobs by supporting start-up incubation and
reemployment job trainings for senior residents. This happens through the
Social Economy Support Center which opened last year. Additionally, the
district will help grow social enterprises, community enterprises, and
cooperative unions as the engine for innovative economy. To ensure new
labor-management culture for common growth, the district will regularly host
workshops for labor organizations and meetings led by the collaboration among
labor, management, residents, and the city government. Diverse policies are
also in place to strengthen the competitiveness of small companies (through the
support of a business security fund) and support their entrance into the
foreign market. To reduce energy costs through the distribution of new
renewable energy, the district will implement the distribution of the mini
solar power system to over 100 households. It will also create the Samho Forest
Eco Village which is centered on environmentally-friendly energy in the Wawa
Park around the Samho Forest, a sanctuary for migratory birds.



 



The district
actively plans to create a future-oriented high quality city. The goal involves
the implementation of the Jangsaengpo New Village Project, Seonam Residential
Environment Improvement Project, Wangsaengi Walkpath Project, and Samsan Design
Street Pedestrian Project centered on the Urban Renewal Center opened last
year.
Additionally, the district will successfully complete the
construction of the Namsan Park Cave Project and Mugeocheon Stream Landscaping
Project.



 



The establishment
of a customer-oriented welfare delivery system is a priority in the district’s
plan. It will ensure that programs are in placed to provide security for the
disadvantaged in the district and help their pursuit of self-reliance. The
creation of the 17-story Happy Together Town, the first multi-functional public
housing facility in Korea, will provide living and community space for
residents. The district also plans to expand youth programs that will provide
healthy, diverse experiences and training opportunities for students. The
establishment of a youth-exclusive Happy Culture Center and Youth Hostel will
help increase youth-related infrastructures in the district. The district will
help promote child birth and companies related to it. The pursuit of obtaining
the designation of a women-friendly city will help the district create a positive
environment for both women and children.



 



Lastly, the
district will further strengthen residents-centered administrative services.
The Mayor will regularly host meetings with representative residents and  seek counsel through the operation of the
Policy Advisory Group, Participatory Budget Committee, and SNS Supporters.

for us as it offered opportunities for us to prepare blueprints for the
district. This year, we will systemically pursue the development of the 15-year
roadmap for the 2030 Future Economic Development Plan in five areas: tourism,
culture, industry, environment, and urban renewal. We will focus our efforts
and energy this year on preparing for the next 100 years.”
